R. Chet Loftis is the Managing Director of PEHP Health & Benefits, a public sector health plan that covers over 170,000 members. Chet’s focus is on service, value, innovation, excellence, accountability, trust, and improving the healthcare system. Previously, Chet served as an attorney for the Utah Legislature, Utah Supreme Court, and Utah Attorney General’s Office, and as Director of Public Policy for Regence BlueCross BlueShield, Vice President of Government Relations and General Counsel for the Utah Medical Association, and shareholder with the Salt Lake law firm of Kirton McConkie. Chet teaches graduate management courses in Health Law, Healthcare Payment Systems, and Executive Decision Making at BYU and Weber State. Chet earned his BA, MPA, and JD, with honors, from BYU, and has a certificate in Strategic Decision-Making from Stanford.
